Requirements
A three year Bachelor’s degree or equivalent qualification in Economics, Public
Finance, Development Studies or a related field with appropriate experience in policy formulation, implementation and review. Core competencies: Applied strategic thinking, planning, organising and executing, project management, client orientation and customer focus, communication, budgeting and financial management. Technical competencies: Knowledge and understanding of the South African intergovernmental local government system, knowledge and understanding of policies and legislation affecting municipal finance and the role played by the Municipal Property Rates Acts, 2001 in municipal finance and in the intergovernmental fiscal system.
Duties
Support the implementation of the Municipal Property Rates Act, 2004 and its regulatory framework which comprises the following: In collaboration with provinces, monitor the implementation of the Act *Ensure oversight in respect of compliances with the provisions of the Act *Provide advisory support to municipalities and provinces *Review the Acts, its regulatory framework and its implementation tools. Support the Department with regard to the development and review of the policies and legislation that affect municipal finance.
